Iva L. Phillips died May 16 at 66. She had been administrative manager of the District Attorney General's Office for the 8th Judicial District, and is survived by William Paul Phillips, an attorney in Oneida, Tenn., and a former district attorney. In-lieu-of-flowers, donations may be made to the Iva L. Phillips Scholarship Fund, Roane State Foundation, 276 Patton Lane, Harriman, TN 37748-5011. Read more in her obituary.

Former Hamilton County Circuit Court Judge Robert M. “Bob” Summitt died on June 16. He was 94. A native of Sweetwater, he served in the Naval Aviation and Army Infantry in World War II and was a recipient of the Medal of Meritorious Service. He graduated from the University of Tennessee School of Law in 1949, after which he moved to Chattanooga to begin his career in law. He later co-founded Coffey and Summitt in 1963. He was appointed to the bench in 1968 and was elected to a full term in 1974, which he was re-elected to in 1982 and 1990. He retired in 1998. A memorial service will be held at noon on Wednesday at First Centenary United Methodist Church, Dr. Douglas Fairbanks officiating. Burial service will follow at the National Cemetery with military honors.  Visitation at the church will be from 10 a.m. to noon, prior to the service. In lieu of flowers, memorial acknowledgments may be directed to First Centenary United Methodist Church, 419 McCallie Ave, the Cherokee Area Council Boys Scouts of America, 6031 Lee Highway, or to the Salvation Army, 822 McCallie Ave.

Claude Ramsey, former deputy governor of Tennessee, died today at 75. He was elected five times to the office of Hamilton County mayor, four times as assessor of property, twice to the Tennessee legislature and once as county commissioner. He retired in August 2013 after three years in the Haslam administration. Ramsey’s family will receive friends on Wednesday from 4 to 8 p.m. at Heritage Funeral Home, 7454 E. Brainerd Road. Funeral services will be held at 2 p.m. on Thursday at Bayside Baptist Church, with visitation prior at noon.

Goodlettsville attorney Homer R. Ayers died June 5. He was 82. After serving in the Air Force, he received his law degree from the YMCA Night Law School, starting his own firm upon graduation in 1971. He served as city judge for many years. A life celebration service was held June 8. In lieu of flowers, the family asks that donations be made to Nashville Rescue Mission or Goodlettsville Cumberland Presbyterian Church. Also because, the witty obituary reads, "flowers gave him a headache."

Chattanooga lawyer Robert Anthony Frazier died June 10, at the age of 87. After graduating from Vanderbilt Law School he joined the law firm of Spears, Moore, Rebman and Williams in 1959 as an associate attorney. Later he and Ray Seiner shared a law office from 1967 until 2000. Visitation will be from 9:30 to 11:30 a.m. on June 21, followed by a celebration of life service at St. Augustine Catholic Church, 1716 Anderson Pike, Signal Mountain, 37377. Interment will follow the service at the St. Augustine Columbarium. Memorial donations may be made in his memory to Parkinson's Foundation, 200 SE 1st Street, Suite 800, Miami, FL 33131. Nashville lawyer Charles Hayes Cooney died on Tuesday. He was 81. A graduate of Vanderbilt School of Law, he held the position of Chief Deputy in the Tennessee State Attorney General's office for 15 years before joining the law firm Watkin and McNeilly, where he specialized in medical malpractice defense. In lieu of flowers, the family requests memorial donations to Alive Hospice or to a non-profit organization of choice.

Special education attorney Melinda Jacobs of Townsend died on May 12. She was 59. A Kentucky native and 1984 graduate of the University of Alabama Law School, Jacobs spent most of her career practicing in Tennessee in special education and disability law. She worked for the Tennessee Department of Education in the Office of Special Education Programs early in her career, and went on to found her own firm, which exclusively represented school districts in matters pursuant to the Individuals with Disabilities Education Act. A memorial service will be held June 16 from 2 - 4 p.m. at Smith Funeral Home in Maryville.

Nashville lawyer Richard “Dick” H. Frank Jr. died on May 31, his 90th birthday. Born in Maury County, Frank served in the U.S. Navy before attending New York University for law school, where he graduated in 1956. Two years later he filed the corporate charter for the Country Music Association, where he served as counsel for the next 40 years. He also represented leading writers, artists and publishers in country music during his career, and taught entertainment law and copyright law at Vanderbilt and the Nashville School of Law.

Knoxville attorney Spenser Flinn Powell died suddenly on May 29 while running a marathon. He was 28. The 2017 Valedictorian of the University of Tennessee College of Law, Powell was the only student in the history of the school to receive perfect scores in all classes. He served as a member of the National Moot Court Team and was awarded the McClung Medal, the highest award given by faculty to a member of UT’s Moot Court. He clerked for Chief Judge Thomas A. Varlan of the U.S. District Court for the Eastern District of Tennessee, and was set to join Bass Berry and Sims in Nashville upon completion of a clerkship at the 5th Circuit Court of Appeals in Houston. Funeral services will be held at Memorial Park Funeral Home in Memphis. The visitation will be June 9, at 1:30 p.m., with a funeral at 2:30 p.m. and concluding with a reception following the graveside service.

Nashville lawyer Paul Arthur Alexis died on May 22 at the age of 72. Born in Pittsburgh, Alexis attended Georgetown University Law Center, where he was managing editor of the law journal. He joined the law firm of Donovan, Leisure, Newton & Irvine in Manhattan before being recruited by the Nashville based Genesco Inc., as Deputy General Counsel. He subsequently joined the Nashville law firm of Boult, Cummings, Connors & Berry, where he practiced commercial litigation and served as loss prevention partner.
