Hal Wilkes Wilkins was disbarred on July 22 on two complaints of misconduct. Wilkins was ordered to pay restitution to two former clients or to the Lawyer’s Fund for Client Protection, if appropriate, in the amount of $3,500. View the BPR notice.

Hamilton County lawyer H. Owen Maddux was reinstated to the practice of law on July 18. Maddux had been suspended on Aug. 9, 2013, for nine months. View the BPR notice.

Cynthia Lee Costner-Sexton was temporarily suspended on July 21 for failing to respond to the Board of Professional responsibility regarding a complaint of misconduct. View the BPR notice.

Roane County lawyer Kent Lowery Booher was censured on July 15 after the Tennessee Supreme Court found that he failed to maintain reasonable communication with a client he was representing in a civil appeal. The court also found that Booher failed to inform his client that the appeal had been denied. Because the client did not learn of the adverse decision for two months, he was unable to seek permission to appeal to the Supreme Court. Download the BPR notice.

Charles Randy Pettigrew was suspended for three years, retroactive to May 16, 2013, for failure to supervise a non-lawyer assistant to whom he had given significant authority over his trust account. The assistant engaged in a pattern of inappropriately transferring significant sums of money between the trust and operating accounts, and engaged in kiting checks between Pettigrew’s trust accounts for months in an effort to conceal the misappropriations. Brandon Michael Booten received a public censure for failing to communicate with his client for extended periods of time, not being diligent in his representation and failing to submit orders to the court until long after hearings were held in contravention of the local rules of court. Andrew Lee Messick was suspended for one year and one day for a complaint of misconduct related to criminal conduct. Messick must contact the Tennessee Lawyer’s Assistance Program and follow any recommendations prior to reinstatement. View the BPR notice.

Edward T. Kindall was reinstated to the practice of law on July 2. Kindall had been suspended for one year retroactive to May 13, 2013. View the BPR notice.
